The Survey and Evaluation Research Laboratory at Virginia Commonwealth University (VCU) is the applied research arm of Virginia Commonwealth University's Center for Public Policy. SERL serves the research, evaluation and data management needs of federal, state, and local government, non-profits and academic units.
